INVITATION FOR TENDERS: Energy efficiency improvements in the healthcare institutions of the District of Floresti

This Invitation for Tenders follows the General Procurement Notice for this project which was published in the Procurement Notices section of Nefco’s website (https://www.nefco.int) on 26.01.2023.

District of Floresti hereinafter referred to as “the Employer”, intends to use part of the proceeds of a loan from the Nordic Environment Finance Corporation (NEFCO) and a grant from the Eastern Europe Energy Efficiency and Environment Partnership (E5P), administered by and provided through NEFCO, towards the cost of Energy efficiency improvements in the healthcare institutions of the District of Floresti.

The Employer now invites tenders from Contractors for the following contract for the supply of equipment   and related works to be co-financed by the loan and the grant: 
Supply and installation of equipment and materials for rehabilitation works on the following buildings:

Surgical block of Florești District Hospital (Floresti District)

  • Thermal insulation of building envelope
  • Thermal insulation of socles with extruded polystyrene (XPS)
  • Replacement of doors and windows
  • Modernization of the indoor heating system
  • Thermal insulation of the heating pipes
  • Modernization of the interior lighting installations
  • Installation of PV-photovoltaic systems of 60kW
  • Installation of 1 service lift, 450 kg

Family Doctor’s Office in Ilichiovka village (Floresti District)

  • Thermal insulation of building envelope
  • Roof replacement and insulation with mineral wool, 100 mm
  • Thermal insulation of socles with extruded polystyrene (XPS)
  • Replacement of doors and windows
  • Modernization of the indoor heating system
  • Modernization of the interior lighting installations

Family Doctor’s Office in Temeleuți village (Floresti District)

  • Thermal insulation of building envelope
  • Roof replacement and insulation with mineral wool, 100 mm
  • Thermal insulation of socles with extruded polystyrene (XPS)
  • Replacement of doors and windows
  • Modernization of the indoor heating system
  • Modernization of the interior lighting installations

Tendering for contracts that are to be financed with the proceeds of NEFCO financing is open to firms/individuals from any country. Tenders are invited for the complete scope of works; tenders for a part of the works will be rejected. The successful tenderer will be required to sign two contracts due to different sources of financing, as stipulated in the Tender Document.
To be qualified for the award of a contract, tenderers must satisfy the minimum qualification criteria, as defined in the Tender Document.
In preparation for their offers, the Tenderers should take into account that the works in this contract will tentatively start in August-September 2023 and will last until February 2024.

Tender documents, upon request (via email) from prospective tenderers, will be sent by email free of charge in electronic format (PDF file).

All tenders must be accompanied by a tender security in the form of a tender-securing declaration, which form is provided in the Tender Document. The purpose of tender security is to ensure that the tenderers are serious about their participation, irrespective of the contract size. 

The winning tenderer will have to provide performance security from a reputable bank acceptable to NEFCO.

Tenders must be delivered to the office at the address: Floresti District Council, bd. Victoriei 2, MD-5001, Floresti City, Republic of Moldova, on or before 07 August 2023 at 15:00 (Chisinau time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
